Comparative politics has asked for two hundred years: what political system is best?
The orthodox answer: democracy. More precisely: liberal democracy — multi-party competition, regular elections, separation of powers.
This answer was declared "the end of history" after the Cold War. Thirty years later, what we see is multi-party democracies globally paralyzed, fragmented, and collapsing in trust.
**Where is the problem?**
The problem lies in the question itself. "What system is best" is an ideological question. It presupposes a standard of "good" — freedom, equality, human rights. These standards themselves are the configuration products of a particular civilization. Using your own civilization's configuration to judge the political structures of other civilizations is not analysis; it is projection.
**This paper changes the question**: what system is most stable?
Stable is not "good." Stable is a prediction of structural mechanics — whether a configuration network can persist under external冲击. Stability does not care about freedom. Stability does not care about equality. Stability cares whether C is greater than w_critical.
From this neutral starting point, this paper uses the triadic inter-reference structure — the minimal complete unit of creation and correction — to derive the systemic stability of different political institutions. In multi-party systems, C positions are voters and media.
Voter C-position intervention occurs on an electoral cycle — every four to five years. Between elections, the networked inter-reference of A-B continuously produces new policy configurations. The blind spots of these configurations — interest groups jointly ignored by all parties, long-term issues jointly evaded by all parties — go undetected during inter-election intervals.
The media's C position should be continuously detecting during inter-election intervals. But the media itself is polarized by the multi-party structure — different media outlets attach to different parties. The media slides from the C position into the A or B position (becoming a mouthpiece for a certain party). The C position is empty.

**Condition Two: the C position must rotate periodically or receive external inter-reference.**
If the C position is occupied by the same person for an extended period, the C position's own blind spots go undetected. Theorem Two: the self-reference blind spot cannot self-eliminate. The C position also needs a C position. Authoritarian structures solve this problem through:
